Phil A. Koch has been named as the new executive director of the Community Foundation of Westmoreland County, an affiliate of The Pittsburgh Foundation. Koch, who started his career teaching in Pittsburgh Public Schools, most recently served as executive director of the MGR Youth Empowerment organization, focused on empowering youth through the arts, environment and health.
