The Pittsburgh Foundation and Heinz Endowments contributed a combined $250,000 to finance a data gathering project to explore the day-to-day functioning of urban government and larger issues facing the city of Pittsburgh. Eight consultants gathered data over three months to create a guidebook of information that will help Ed Gainey as he begins his new administration.
