Lobbying and Advocacy

Every funding organization should understand and follow applicable regulations that govern their ability to lobby, conduct advocacy and fund advocacy by charitable organizations. Please see GWP’s policy engagement resources for helpful publications and tools.

For private foundations, there is an exception to the prohibition on lobbying, often described as the “self-defense exception.” A private foundation may attempt to influence legislation that impacts its existence, its powers and duties, its tax-exempt status, or the deductibility of contributions.

As part of its member service, GWP monitors legislation on matters affecting philanthropic organizations. When appropriate, we contact members with information about such legislation and its potential impact on philanthropy, the nonprofit sector, and the broader community interest.
